What is Participatory Budget ?


          Participatory Budgeting programmes are innovative governance processes. They can provide citizens with the opportunity to give their inputs in resource allocation and to monitor public spending. Social and political exclusion can be better addressed as low income and traditionally excluded citizens or groups get the opportunity to participate in decision-making.

          The basic pattern of participatory budget processes is that community groups identify spending priorities and submit these to their local civic offices / representatives who transform community priorities into concrete project proposals; facilitators provide technical assistance in project proposal development; once local lists of projects are ready, citizens prioritize these and the public authority then implements the projects.

           In Pune, the municipal corporation initiated participatory budgeting in 2005. Meetings of citizens and civic officials were organized through local agencies such as the National Society for Clean Cities and Nagrik Chetna Manch. A few hundred citizens participated and submitted requests for projects. The experience helped lay a base for citizen engagement in ward level budget processes of the municipality. In 2006-07, a more detailed and formalized process was followed, with facilitation support provided by Janwani and CEE.

ANNA HAZARE in Pune on 25th May

ANNA HAZARE will be coming to Pune to spread awareness among people of Pune about Jan Lokayukta Bill.

This awareness is a part of ANNA's state - wide tour. Anna has travelled around various parts of Maharashtra and the response of people was tremendous. There were 5,000 to 15,000 people during ANNA's Sabha at every village or city wherever ANNA went.

First Freeze Mob in INDIA to Support Jan Lokpal

India Against Corruption - Pune (IAC Pune) organized a Freeze Mob event to support Anna Hazare's one day fast on 11 December, 2011.
This was the First Freeze Mob ever in INDIA.

The Freeze Mob was organised at two locations in Pune :
Pune Railway Station and Swargate Bus stand.

It started with 30 IAC Pune volunteers. The people around were stunned. More people (around 40) joined with the IAC volunteers and supported the event.
All the people paused at different places for 2 minutes holding different banners and posters spreading the message of Jan Lokpal.
This unique event drew the attention of all the people around and helped in creating awareness for the Big Battle ahead for Jan Lokpal from 27 December.

The event was a huge success !!!

Little ANNA making peoples voice louder and effective against corruption



    Aditya Palnitkar launches India’s first website for citizens to report corruption instantly using a mobile phone.
    Aditya is a 14 year old student from Abhinav Vidyalaya, Pune. His website www.corruptionfree.in makes it really simple to report corruption with a mobile phone using SMS or email. Reports sent will be made available to media and law enforcement authorities. Send your corruption report by SMS to 8446324670 or send an Email to email@corruptionfree.in.
     Our volunteers met this great little ANNA and had a chat with him. He is now a part of IAC Pune Activists group.

     Aditya Palnitkar, a 14 year 10th Standard Student from Abhinav Vidyalaya Pune, launched the website Corruption Free India (
www.corruptionfree.in) and dedicated it to Anna Hazare. This website will make it possible for students and citizens of this country to report cases of bribery, cheating, overcharging,forcible donations, extortion, scams and harassment in government offices by simply using their mobile phone. Reports will be made available to media and enforcement authorities so that they can take action.

     This website (
www.corruptionfree.in ) is unique because citizens can report corruption via SMS, email or Twitter without even visiting the website. Citizens can simply use their mobile phone to send a detailed report via SMS to 8446324670 or by email to email@corruptionfree.in with location, amount, name of the person involved and any other relevant details. Attaching pictures and videos is encouraged. The email addresses and phone numbers of citizens are kept completely confidential to protect their identity.
    Corruption reports are instantly visible on city pages such as http://pune.corruptionfree.in/ and http://bengaluru.corruptionfree.in/.

RTI How to get information

    
            Any citizen of India who desires to obtain any information under the Right to Information Act, 2005 may make a request to the Public Information Officer/Assistant Public Information Officer, preferably in the application format, in writing or through electronic means.


Keep three things in Mind,

1) Attach a court fee stamp of rs.10/- with every RTI application. In case of filing RTI in a central govt office, attach a postal order of Rs.10/- instead of court fee stamp. This fee is exempted for below poverty level people. but for that you have to attach BPL certificate. 

2) It is necessary to have an extra copy of the application on which the public information officer will give you stamp of his dept and write 'copy received'. this will a proof of application filed. 

3) Public Information Officer (PIO) is supposed to give the demanded information within 30 calender days. 
You can file an appeal to his senior Information officer if information is not received in 30 days/ information received is incorrect or partial. Do not forget to mention in the appeal to fine the PIO. Law prescribes Rs. 250/- per day fine for the PIO if the information is not received within the prescribed time.

Some guidelines :

While filing an RTI application, the framing of the questions is very important. A slight misunderstanding or vague questions gives the Public Information Officer a chance to reject your application. Follow these guidelines:
  • Use a white sheet of paper to write an application. There is no need to using Note-sheet, or the Court stamp paper. You can use your letter pad for asking for information.
  • The matter can be hand written, or typed. There is no compulsion of typing the content.
  • Make sure the application is legible and easy to read.
  • There is no restriction on number of pages for asking information.
  • There are also no restriction on number of questions that can be asked in one application. However, it is generally advisable to ask restrict one application with limited set of questions and generally related ones.
  • Be very specific & ask to the point questions. Don't ask vague questions.
  • Ask as many short questions as you like ,but don't ask for voluminous information.
  • Ask information always by writing your name and signature, and not by your post, as only citizen have the right to information.
  • Do not ask a question containing 'WHY'! For example, questions like why you failed to pass the bill, is liable to be rejected for not covering under RTI Act.
  • You can ask for reasons behind a "administrative" or a "quasi-judicial" decision under Section 4(1)(d), especially if you are a "affected person"
  • If the information sought is voluminous, it is better to ask it in the form of CD to save on cost.
  • Remember that, you do not need to write the reason for asking the information.
  • Mention the payment details like BC/DD/IPO number, issuing bank/post office, date, cash receipt details , etc., towards the end of your application

INDIA’S OWN TERRORISM : CORRUPTION !

        Terrorist attacks, bomb blasts, death of a common citizen, deaths of uniformed personnel, collapse of bridges, train accidents, floods, bad roads, no electricity, no water, no hygienic conditions, no jobs, no honorable daily wages, kidnappings, rapes, murders, decoities, police atrocities and so on….. take place because of corruption of politicians and of entire administrative machinery.

 
        Politicians bribe us for votes with our own money! As soon as they come to power they shift from modest living to spacious houses, use a/c cars, put a/cs in homes, travel in and out of the country ( some times even with the entire family ), their children get best of the education ( even if they have no capability ) they don’t face any shortages like water & electricity, Power generators in their homes run on OUR MONEY. They get best of the medical help and even best of treatment in prisons.
       All these facilities politicians and bureaucrats have from OUR HARD EARNED MONEY

We spend ALL THE MONEY on them TO TAKE CARE OF US!!

And what we get in return?  
MORE & MORE HARDSHIPS & some times EVEN OUR LIFE is TAKEN AWAY.

Do you want this to continue?

HAVE YOU EVER COME ACROSS A POOR POLITICIAN or BUREAUCRAT?

It is we, who remain poor by paying for THEIR GREED FOR POWER & MONEY.

STOP THEM, STOP CORRUPTION.
